Monitoring and Evaluation (M&E)
Kisumu Shinners is a non-profit, non-political registered Gay Bisexual men and other men- who-have-sex-with-men (GBMSM+) led organization in Western Kenya formed for health, Legal and human rights intervention in Kisumu and parts of Western Kenya on a mission to empower and support this inadequately served population for a brighter sustainable future. Our activities include mobilization of young vulnerable GBMSM+ persons in informal set ups for awareness creation, mentorship and capacity development, holistic biomedical intervention and advancement of human rights and equality for GBMSM+ in Western Kenya region. We also work on systemic change with regards to policy legal and cultural reforms in creating safe haven for GBMSM+ community.
To that effect, Kisumu Shinners works to alleviate stigma, discrimination, poverty and improved health care services to GBMSM+ in western Kenya through Education, Advocacy, and Social-support Networking, and partnership and collaboration with like-minded groups and allies to advocate for favorable environment for its beneficiaries through contributions to policy development to foster change, however small for positive impact.

Purpose of Work
The purpose of the consultancy is to support program monitoring and evaluation of round 16 and round 17 UHAI projects to build evidence based interventions (EBI) and to ensure that resources are directed to the most beneficial strategies and for Program Sustainability
Objectives of the Assignment
The primary objectives of the Monitoring and Evaluation Consultant are to:
- Develop a robust M&E framework tailored to the operations of each Shinner’s project, ensuring alignment with international best practices.
- Build the capacity of Shinners in monitoring, evaluating, and reporting on their programs and projects effectively.
- Create self-paced learning resources for continuous training in M&E practices.
- Ensure data-driven decision-making within the project through the effective collection, analysis, and use of relevant data.
- Facilitate comprehensive training to enhance the capacity of Shinners in M&E processes.
Scope of Work and Key Deliverables
The consultant will be responsible for the following tasks, working in collaboration with the selected volunteers and project stakeholders, with deliverables submitted based on the timeline agreed upon:
1. M&E Training Manual
- Develop a comprehensive M&E training manual tailored to the needs of Kisumu Shinners through a consultative process with stakeholders
Deliverable:
- Report summarizing findings of consultations with Shinners by August 15, 2025.
- Draft Manual developed by August 15, 2025
- Final Manual developed by August 30, 2025.
2. Comprehensive M&E Training
- Conduct at least 3 in-depth, in-person and virtual training sessions for all Shinners Staff on monitoring, evaluation, and reporting practices.
Deliverable:
- Detailed training plan including topics and focus areas for each session
- All Shinners Staff engaged in comprehensive training sessions completed by September 15, 2025.
3. Self-Paced M&E Course
- Develop material for an online, self-paced M&E course for continuous learning and capacity building among Shinners staff.
Deliverable:
- Draft material developed and accessible by September 30, 2025.
- Training course finalized with input from graphic designee by October 15 of 2025
4. M&EFramework for Kisumu Shinners Organization
Collaborate with each Shinners Staff to develop a customized M&E framework that aligns with the 2021(Closing the Gap Project)-Round 16 and Bringing Hope Project (2022-2023) Project’s objectives and international best practices.
5. Data Collection and Reporting Tools
- Develop and provide data collection and reporting tools, including templates and guidelines, to ensure accurate and consistent tracking of Shinners Projects and 2021(Closing the Gap Project)-Round 16 and Bringing Hope Project (2022-2023) project outcomes.
Deliverable:
- Draft data collection and reporting tools by August 30, 2025
- Finalized data collection and reporting tools by November 30, 2025.
6. Workshops and Knowledge Sharing
- Facilitate workshops to promote knowledge sharing on M&E best practices and encourage the use of data in project decision-making.
- Deliverable: At least one knowledge sharing workshop delivered by November 30, 2025.

QUALIFICATIONS AND EXPERIENCE
- Advanced degree in monitoring and evaluation, international development, project management, or related fields.
- At least 3 years of experience in developing and managing M&E frameworks, ideally within the context of Sexual and Gender Minorities/Key population projects.
- Strong knowledge of international M&E best practices and results-based management.
- Proven experience in developing training manuals, courses, and facilitating M&E workshops.
- Excellent communication and report-writing skills in English.
- Proficiency in M&E software and tools is a plus.
Reporting and Supervision
The Monitoring and Evaluation Consultant will report to Kisumu Shinners executive Director for this Project and will work closely with project beneficiaries and stakeholders, including GBMSM and MSW communities, Shinners Staff, Healthcare providers, Religious leaders, Police. Regular meetings will be scheduled to monitor progress on deliverables.
Budget and Payment Schedule
The budget for the consultancy will be based on the consultant’s qualifications and experience. Payment will be made upon submission and approval of deliverables and invoice according to the agreed timeline.
